I would like to see some constructive discussion of how an equitable budget can be reached for the town, capital improvement, and the schools (RHAM included). I fear it is going to be more political theater with Hartford politicians being included. In any event, I think we should all be there to witness the genesis of what is sure to be a challenging budget season.

Although I planned on going, I was delayed and missed it. Hope it was taped .... we NEED to check it out carefully. Apparently answers are again a little bit different than fact. The rumors are flying around our small community already and someone may have heard this stated as fact: " ..... no town pays for pre-K in CT. (Remember I was not present and have heard this second hand.) This may be a credible rumor because I believe this statement was made last year when we discuss the ADK issue and tuition.

How is that statement true when the "peer" models in our own community selected by lottery do NOT PAY TUITION!! Isn't the town paying for them to attend? Remember the letter to the editor in Rivereast from the father whose child was NOT selected in the lottery. Wasn't that what he was angry about?? He questioned why a program supported by tax dollars placed children (the peers) into the ADK program by "lottery" although everyone's tax dollar supported it. He suggested there should be FULL ADK available for all (which we cannot support and is not a mandate and will create significant problems again) or ADK for none.

Anyway ... we pay for pre-K for at least two classes so it is safe to assume that the town of Hebron does in fact pay for pre-K for "some children" not just the special needs kids. Interesting to note that Bethel charges tuition for pre-K it is called "Circle of Friends" Here is the definition from their web-site tuition is specifically stated. We were told (last year, I believe) that it was illegal to charge tuition. This is from their web-site: Circle of Friends is an innovative preschool program that integrates children with and without special needs in a nationally accredited early childhood setting. Children without special needs are accepted on a tuition basis. Circle of Friends offers developmentally appropriate programs for three and four year-olds. The program is housed at Berry School."

It is budget season and the games have already started. This is why the community had problems last year. Statements need to be based on fact I am hoping the statement was not made. All of us need to watch the video to check it out!!
