I still do not understand: WHY was he given a raise when he ONLY had a "satisfactory" rating? Satisfactory is defined as "adequate"; nothing above what is expected!

Why?, why?, why? was he rewarded with more money?? Makes no sense to me.

Not sure where I heard/read about the "satisfactory" rating ... please correct me, if I am mistaken. Thanks.
