There were others there--hopefully they'll chime in too. They didn't change a thing--all the same cuts. They just voted on them, "in the interest of transparency." It was quite a show. Poor Kathy Shea. It was brutal. But she never backed down, and never lost her composure (unlike some others). She should be commended for sticking to her guns despite some intense pressure.

They didn't take action on the "executive session" item, after Kathy informed them that, per the FOI commission, it was an illegal topic for executive session. They will discuss the BOE self-eval., during open meeting, on May 13.

One new piece of info that came out--they plan to retain Kate Maupin (the C and E teacher at Hebron El.), and keep the Hebron El. program the same. The Gilead Hill C and E program will be revamped, and the current C and E teacher (who has tenure), will return to the classroom (supposedly per her request). That's good news anyway, from my perspective--it would be a shame to lose Kate Maupin.

One thing struck me as odd--Kathy questioned the fact that the notice of the special meeting wasn't sent out via e-notify, as is the usual protocol. Ms. Cruz hemmed and hawed, and then Jane kind of explained for her that she probably didn't want to influence the referendum. Strange.

Anyway, they approved the cuts, with only Kathy voting against.

One more thing that struck me. Stephanie Raymond said that there were several parents who signed the ADK petition who had signed their kids up for the lottery and not been chosen. She said that it seemed like maybe "sour grapes" were influencing some positions. I found that offensive. And no, I'm not one of those parents who didn't get in.

Four people spoke during public comment--all against different aspects of the budget. Only three others in attendance, including a reporter and the president of the teachers' union. Seven adults total from the public.

I keep remembering details--Harvey Dessruisseaux stood up and allocated his public speaking time to Dom Marino after Jane cut Dom off. Jane tried to override Harvey, but he calmly stated that he had the right to take this action. After a bit of mumbling from the board, Dom was allowed to speak for a bit longer in Harvey's stead. It was great!

My favorite quote of the night was from Jane Dube. When discussing the elimination of the C&E teacher at GHS she used as one of the reasons for elimination the fact that it was a non-mandated program.(for the students at GHS since none are official designated as C&E)Is it just me or are there other non mandated programs that could be eliminated before positions like our 2nd shift janitorial staff?

Dear Parents and Members of the Community,
I have included in this message the list of cuts the board voted on at last evening’s
Special Board of Education meeting in order to reduce the budget to 1.5% as requested
by the Board of Finance. The decisions were difficult to say the least. In making the
decisions, the board considered the following conditions: what would have the least
impact on students, how to maintain as many programs and services possible, and how to
streamline current services to improve efficiency and incur savings.
There was discussion regarding the All Day Kindergarten program. The board majority
felt that to advance student achievement for all students who enter kindergarten, it is
important to support the commitment made to this implementation which was initiated
over three years ago. We cannot continue to limit access to the program to a small
handful of students without infringing on the equal opportunity rights of all entering
kindergarten students. Nor can we charge parents for the program per state statute. This
program has the full support of the Commissioner of the State Department of Education
and aligns with state and national trends towards a more rigorous focus on early
childhood intervention. The earlier you intervene, the smaller the achievement gap.
The Director of Curriculum position was discussed and it was determined that this
position is key to the continued significant improvements the district has made in the last
four years. Our current performance is due to focused, collaborative work on the part of
teachers and the administrative team. It is a critical position and the lynchpin for many of
the programs and interventions that are in place or being planned. The continued
excellence of our “learning organization” depends on it.
The final cuts are:
One C&E teacher: This will impact Gilead Hill School only. The teacher and program
at Hebron Elementary School will remain the same. The services provided currently at
Gilead Hill School will be provided by current support services staff (i.e. art teacher,
music teacher, librarian, technology specialist and reading and math specialists). Clusters
will be organized by parent volunteers.
4th Grade Teaching Position: Due to declining enrollment, a position can be reduced in
4th grade. Board recommended class size in 4th grade is 24. This decision will maintain
class sizes at 24.
One Custodian: By realigning work stations and assigning large areas (i.e. GHS Activity
Room) to the day shift, we can continue to maintain current levels of cleanliness.
One Paraprofessional: A paraprofessional has recently resigned. The position will not
be filled and the duties of this position will be allocated to other non-certified staff.
Supplies: The district is continuing to expand the use of electronic means to reduce costs
of paper and postage.
Professional Development: There will be reductions in the professional development
opportunities next year.
If the budget does not pass, these reductions will stand and the Board of Education will
have to reduce the budget further. Thank you for your support of Hebron Schools


The supt can post the above message on the bd of ed website, but has to take down the blog for fear of influencing the pending referendum?

How is the above message, in particular the very last line, not a blatant attempt to influence the budget process? Haven't they already been warned about this?

I have been a vocal supporter of the school budgets for years, and I have decided that I will not vote yes on this budget because I do not approve of how they are spending the tax dollars. I will be sure to note on the exit poll that I believe the amount is adequate, and that I am not in favor of the expansion of the ADK program at this time.
