ANOTHER IMPORTANT UPDATE TO Issue #27: Bifurcation of the town budget is still possible.
Based on the comments of one poster, we have confirmed that bifurcation of the town budget into the two major components, town budget and Board of Education budget, is possible without without waiting another five years for charter revision.
Based on the CT Supreme Court case, Board of Education v. Naugatuck, bifurcation (“splitting into two”) a municipal budget is legal. See the 2004 Decision at http://www.jud.ct.gov/external/supapp/Cases/AROcr/CR268/268cr31.pdf.
The Board of Selectmen indicated at their March 26 meeting that they will consider re-convening a Charter Revision Committee to re-study the issue of bifurcation of the General Government and Hebron Board of Education budget after the budget passes, whenever that happens.
This year's budget debate has clearly illustrated the need for bifurcating the budget.
A local resident will be starting a petition drive for bifurcating the budget soon. Stay tuned for more details!
The Town of Hebron budget is not “woefully underfunded;” it’s threadbare. The CIP budget is even worse in planning for future town needs and improvements.
