Issue #22: There is more bad news on the economic front from OPM for Hebron, Marlborough and Andover residents.
Bill Generous of Windsor has uncovered the latest state data in the “Municipal Fiscal Indicators” document released in very late November 2009. This official state data is shocking and disturbing.
It is a 273 page document, and can be found on our “Documents” tab. The news is not good for towns in the Region 8 district. We waded through the document to extract relevant information for Hebron, Marlborough and Andover residents.

Keep in mind there are 169 municipalities in Connecticut. Here is our current status.
Equalized Mill Rates
Hebron has risen to the 19th HIGHEST equalized mill rate in the state of Connecticut with an equalized mill rate of 18.53 (page 93 of MFI document from OPM)
Andover closely follows in slot #20 with an equalized mill rate of 18.52 (page 93 of MFI document from OPM)
Marlborough has risen to slot #34 with an equalized mill rate of 17.08 (page 93 of MFI document from OPM). No wonder they keep spending and spending; they haven’t suffered enough tax pressure… yet.
Unemployment Rates at End of 2008
Marlborough – 4.3% (page 85 of MFI document from OPM)

Equalized Net Grand List Per Capita
As expected, our three towns fall at the bottom of the list. We are, after all, rural eastern Connecticut towns.
Marlborough is at position #92 with an equalized net grand list per capita of $144,164 (page 95 of MFI document from OPM)
Hebron is at position #110 with an equalized net grand list per capita of $131,029 (page 95 of MFI document from OPM)
Andover is at position #119 with an equalized net grand list per capita at $120,850 (page 95 of MFI document from OPM)

Debt per capita for Marlborough Residents: $3,524 – 16th highest in the state (page 81 of MFI document from OPM)
Debt per capita for Hebron Residents: $2,627 – 38th highest in the state (page 81 of MFI document from OPM)
Debt per capita for Andover Residents: $2,029 – 65th highest in the state (page 81 of MFI document from OPM)
Property Tax Revenues as a % of Total Municipal Revenue
Hebron – 78th highest in the state at 69.1% (page 92 of MFI document from OPM)
Marlborough – 79th highest in the state at 68.7% (page 92 of MFI document from OPM)
